WICHITA, Kan. (AP) - Members of the Kansas congressional delegation are criticizing a proposal to cap greenhouse gas emissions, saying it would be devastating to rural Midwestern states.
The comments came during a panel discussion Monday at the Kansas Independent Oil and Gas Association convention in Wichita. The panel included Sen. Sam Brownback and Republican Reps. Jerry Moran, Lynn Jenkins and Todd Tiahrt.
Moran said the so-called cap & trade bill singles out the Midwest because those states generate most of their electricity by coal-fired plants.
The Senate is considering legislation requiring electric utilities to produce at least 12% of their power from pollution-free sources. The measure has already passed the House. Brownback said he doubts the Senate will approve it.
