
Combine beef and onion in a Dutch oven and cook over medium-high heat, breaking beef apart with a wooden spoon until browned, about 5 minutes.
Add tomatoes, beans, tomato sauce, water, chili powder, cumin, sugar and cayenne.
Bring to a boil; reduce heat and simmer, partially covered until thickened slightly, about 30 minutes.
Serve with tortilla chips, if using.
