Nebraska State Auditor Mike Foley has uncovered more potential lost funds for the state.
Foley said nearly six million dollars of federal funding could have been used to make homes more energy-efficient or reduce residents' utility bills.
He placed blame squarely on the Department of Health and Human Services which manages the federal low income home energy assistance program.
He said the money went unused because he believes the Department doesn't understand what state and federal rules allow.
He also said DHHS exceeded its limit for administrative expenses by more than $650,000 dollars.
The Department said it will reimburse $431,000 of that sum.
