Saute onion and garlic in oil until golden. Add chili powder, sugar, and cumin. Stir for 1 minute, then add in beef.
Brown the beef then stir in remaining ingredients. Reduce heat to low and simmer for 15-20 minutes. Remove bay leaf .
Use a potato masher and slightly mash the chili until thick. Place on top of hot dog and add additional toppings to taste.
