Kearney City Council Vice-President Randy Buschkoetter has been cited for gambling.
Buschkoetter faces misdemeanor charges after several people at the boy's state high school basketball tournament reported seeing a male transferring money four to five times during Friday's event at the Pinnacle Bank Arena in Lincoln.
Police also saw Buschkoetter write game totals in his notebook and, according to officers, he wasn't making an effort to cover up his activities.
"In this case he was so blatant another officer saw it occur multiple times, they felt action needed to take place. Officers needed to act because it has been going on for quite a while," said Lincoln Police Officer Katie Flood.
Officers did not have details on the exact amount of games or money that had been gambled during the tournament.
The maximum fine Buschkoetter could face is $500.
The Nebraska School Activities Association won't make a decision on whether to ban Buschkoetter from attending high school sporting events until the investigation is complete.
